The invention relates to a template clamping device. The template clamping device comprises a first clamping piece, a second clamping piece and an inserting piece, wherein the first clamping piece comprises a first connecting part and two first clamping parts which are arranged on one end of the first connecting part and are oppositely arranged, and a first through hole is formed in the first connecting part; the second clamping piece comprises a second connecting part and two second clamping parts which are arranged on one end of the second connecting part and are oppositely arranged, and a connecting groove and a second through hole which penetrates through the connecting groove are formed in the second connecting part; the first connecting part is arranged in the connecting groove in a sliding mode, and the first through hole and the second through hole are at least partially overlapped; and the inserting piece is inserted into the second through hole and the first through hole in sequence and is used for driving the first clamping part and the second clamping part to get close to each other. The invention further relates to a template system. According to the template clamping device, the number of parts is small, so that the starting time of the device is shortened, and a plurality of template pieces can be clamped at a time by the two first clamping parts and the two second clamping parts, so that the template clamping efficiency is improved.
