The invention provides a prefabricated composite heat-preservation and sound-insulation outer wall building block. The prefabricated composite heat-preservation and sound-insulation outer wall building block comprises a building block body, lateral pressure-resistant devices, a series connection device, an anti-falling positioning device, a connecting driving device and independent heat preservation devices, four connecting grooves are correspondingly formed in the upper side and the lower side of the building block body, and vertical tensile devices are fixedly connected to the connecting grooves correspondingly; the lateral pressure-resistant devices are fixedly connected to the two sides of the building block body; the series connection device is fixedly arranged in the middle of the building block body in a sleeving mode; the anti-falling positioning device is embedded in the building block body; the connecting driving device is rotationally connected to a rotary connecting device in a threaded mode; and the independent heat preservation devices are fixedly embedded in the two sides of the interior of the building block body. A prefabricated structure is adopted, transportation and hoisting are more convenient, the working efficiency is higher, flow guide grooves are formed in the building block body, then pouring pressure relief holes are formed in the flow guide grooves, and stacking can be directly carried out in a pouring mode in this way.
