The device comprises: a deceleration strip which is arranged on a road in a protruding mode and can stretch out and draw back relative to the road surface of the road; a reinforcing assembly which is connected with the lower end face of the deceleration strip and is used for preventing the deceleration strip from inclining relative to the road surface when a vehicle passes by; an energy recovery assembly which is in transmission connection with the speed bump and used for recovering energy generated when the vehicle passes through the speed bump; and an elastic reset piece, wherein one end of the elastic reset piece abuts against the deceleration strip, and the elastic reset piece is used for pushing the deceleration strip which is pressed down to reset. According to the device, impact on a chassis suspension can be reduced, the driving comfort is improved, and energy generated when a vehicle passes through the deceleration strip can be collected.
