The invention provides a double-wheel milling stirrer and a milling device speed control method thereof. The double-wheel milling mixer comprises a milling device, a state information providing device, a flow detection device, a winding device and a control device; the state information providing device is configured to provide working state information of the milling device; the flow detection device is configured to obtain the pumping flow of cement grout during grooving construction of an underground diaphragm wall; the winding device is configured to drive the milling device to ascend and descend; and the control device is configured to determine the construction stage of the milling device and the speed control range corresponding to the construction stage according to the working state information, determine the target speed of the milling device according to the pumping flow, control the winding device to drive the milling device to ascend and descend at the first speed, and if the target speed is within the speed control range, the first speed is the target speed, and if the target speed is out of the speed control range, the first speed is one of the maximum value and the minimum value in the speed control range, which is closer to the target speed. The grooving quality of the continuous wall can be improved.
