The invention provides a pile hammer device and precast pile construction equipment. The pile hammer device comprises a pile cap, a hammering mechanism and a connecting frame. A first through hole is formed in the middle part of the pile cap, the hammering mechanism is installed on the pile cap, a second through hole is formed in the middle part of the hammering mechanism, and the connecting frame is arranged on the hammering mechanism. During use, the connecting frame is used for being connected with a power head of a drilling machine, the pile cap is used for being connected with a precast pile, and the first through hole and the second through hole are used for allowing a drill rod to pass through and communicating with the hollow part of the precast pile. By the adoption of the technical scheme, the problem that the precast pile is difficult to sink in a hard soil layer is solved, the pile sinking quality is remarkably improved, and the construction efficiency is remarkably increased. According to the technical scheme of the invention, soil is not taken, and only part of soil plugs in the pipe pile or end resistance of hard soil layers is damaged, so that sinking of the precast pile can be facilitated, side resistance is hardly affected, and meanwhile the pile end bearing capacity of the formed pile is guaranteed.
