The invention discloses a manufacturing method for replacing loess in yellow mud grouting with foamed concrete manufactured from coal gangue or construction waste, which comprises the following steps of: (1) crushing the coal gangue or the construction waste to form powder or particles; (2) adding cement, fly ash and water into the powder or particles generated in the step (1), and fully stirring to form coal gangue or construction waste concrete slurry; and (3) fully foaming a foaming agent in a mechanical mode through a foaming system of a foaming machine, uniformly mixing foam with the coal gangue or construction waste concrete slurry generated in the step (2) to form coal gangue or construction waste foamed concrete slurry, and carrying out fire extinguishing or natural prevention on the upside and downside of a coal mine by using a yellow mud grouting technology. The invention further provides the application of the concrete slurry in a coal mine goaf, an underground roadway and a long-distance grouting and filling process, and the concrete slurry can be widely applied to the technical field of coal mining.
