The static well sinking machine comprises a telescopic hoop, wherein the hoop is used for hooping a steel casing, and push-pull devices are arranged on both sides of the hoop and are used for pushing the hoop to rotate forwards and backwards. During construction, the steel casing is hooped by the hoop, and then the push-pull devices on the both sides of the hoop move in a staggered mode so as to continuously push the hoop to rotate forwards and backwards, so that the steel casing which is hooped by the hoop is continuously embedded into a soil layer, after the steel casing is embedded into the soil layer by a certain depth, soil in the steel casing is dug out, and then the steel casing is continuously driven to be embedded into the soil layer by the hoop till the excavation of a working well is completed.
