The invention relates to a low-rise building outer wall energy-saving transformation structure and a construction method. The energy-saving transformation structure comprises a press-fitting module fixed to a wall body, a heat insulation plate group, a steel wire grid layer and an anti-cracking mortar layer, wherein the press-fitting module comprises a plurality of bearing cross beams and a plurality of positioning longitudinal beams; the bearing cross beams are distributed in a direction parallel to the horizontal plane and are arranged in the height direction of the wall body; the positioning longitudinal beams are locked with the bearing cross beams and are arranged in the width direction of the wall body; a plurality of positioning installing grooves are formed between the bearing cross beams and the positioning longitudinal beams; the heat insulation plate group is embedded in the positioning installing grooves; and the steel wire grid layer is arranged on the positioning longitudinal beams in a penetrating mode and covers and presses the heat insulation plate group. The heat insulation plate group is limited and positioned through the positioning installing grooves, so that the staggering of the heat insulation plate group during installation is avoided; the steel wire grid layer sequentially penetrates through the positioning longitudinal beams and is then tensioned, so that the heat insulation plate group is tightened through the steel wire grid layer, so that the press-fitting module, the heat insulation plate group and the steel wire grid layer form a tight connection structure; and the heat insulation plate group is prevented from being separated from the wall body.
