The method comprises the following steps: mixing aluminum oxide powder and calcium hydroxide powder to obtain mixed powder, adding the mixed powder into a polyvinyl alcohol solution, uniformly mixing to obtain a mixture, carrying out compression molding and sintering treatment to obtain the calcium hexaluminate ceramic, and soaking the calcium hexaluminate ceramic in simulated human body fluid in a shaking state, taking the ceramic out, washing and drying to obtain the calcium hexaluminate ceramic with biological activity. The cell osteogenic differentiation promoting effect of the calcium hexaluminate ceramic with biological activity is superior to that of pure calcium hexaluminate ceramic. According to the invention, while the calcium hexaluminate ceramic is prepared, the bioactive substance hydroxyapatite is deposited on the surface of the calcium hexaluminate ceramic by soaking the calcium hexaluminate ceramic in the simulated body fluid.
