The invention relates to a polar region ice and snow runway and an ice and snow runway construction method. The polar region ice and snow runway comprises ice layers and snow layers, the snow layers are stacked and compacted on the ice layers in a multi-layer mode, a mixing layer is arranged between every two adjacent snow layers, the mixing layers are formed by mixing ice, snow and materials with holes, and the snow layers are watered to form warming layers; the snow layer extends to form snow columns, mixing holes are formed in the mixing layer, the snow columns and the mixing holes are matched in an inserted mode, the mixing layer extends to form mixing columns, snow holes are formed in the snow layer, and the mixing columns and the snow holes are matched in an inserted mode. The snow density is improved in a manual watering and snow warming mode; meanwhile, the mixing layer is clamped between the adjacent snow layers, a material with pores in the mixing layer can form a more stable connecting structure with accumulated snow in the mixing layer and accumulated snow in the adjacent snow layers, and by means of a snow column-mixing hole matching structure and a mixing column-snow hole matching structure, the overall structural strength of the polar region runway is further improved.
