The civil geological rock stratum engineering combined mining system comprises an underground hydrothermal development device, an overground water source conveying device, an overground water quality treatment device and a hydrothermal utilization conveying line; the underground hydrothermal development device is used for achieving upward conveying of water of an underground geothermal layer according to needs; the overground water source conveying device is used for conveying the water collected by the underground hydrothermal development device into the overground water quality treatment device; the overground water quality treatment device is used for supplying the water and heat treated by the overground water quality treatment device to a user side for use; and the hydrothermal utilization conveying line is used for receiving hot water from the outlet end of the overground water source conveying device and supplying heat to the user side. The civil geological rock stratum engineering combined mining system can be applied to construction of desert areas to achieve continuous water supply and heat supply, and after the system is completed, the system can be matched with engineering construction and provide water source supply and heat exchange supply for surrounding resident users and industrial users after engineering is completed.
