The invention relates to a splicing and assembling machine and method for a preassembled electric power pole tower. The machine comprises a pole frame device and a mounting device, the mounting device is fixedly mounted on the upper side of the pole frame device, and the pole frame device comprises a conveying block, a two-way threaded rod, a tooth block, a tooth groove column, a control handle, a first fixing rod and a second fixing rod; the position of the pole tower is controlled through the pole frame device, meanwhile, the distance between poles is adjusted according to the requirements of electric appliances, so that it is guaranteed that all the electric appliances can be fixedly connected with the poles, the pole tower and a mounting plane can be rapidly installed, the electric appliances are positioned through the mounting device, therefore the electric appliances are driven to move to the needed positions to be fixed, and an additional crane or a hoist is not needed for assistance, so that the field size does not need to be considered in the mounting process, and the number of fields where the pole tower can be installed is increased.
