When the device is used, an air cylinder is started, a piston rod of the air cylinder drives a connecting plate to move, the connecting plate drives a fixing plate to move, the fixing plate clamps the two sides of a rock, so that the effect of fixing the rock is achieved, and the situation that the rock shakes to affect operation of the breaking hammer drill rod when the breaking hammer drill rod breaks the rock is avoided; and by starting a hydraulic cylinder, a piston rod of the hydraulic cylinder drives a cutter body to move towards the rock, so that the cutter body crushes the rock, the rock crushing efficiency is further improved, and the device is easy to operate, high in crushing efficiency and wide in application range.
