The invention relates to a method for improving the damping performance of a steel rail damper. A friction energy dissipation surface is formed in a manner of converting vertical vibration into horizontal vibration of a base to dissipate vibration energy, so that the damping performance of the steel rail damper is improved, and a better vibration and noise reduction effect is achieved. The invention further relates to a steel rail damper for realizing the method. The steel rail damper comprises an upper wearing layer, an energy absorption layer, a lower wearing layer and a base, the base comprises a base I and a base II, the base I is elastically connected with the base II through a plate spring, and the contact surface of the lower wearing layer and the base is V-shaped or inverted-V-shaped. The vertical load is decomposed into two reverse component forces in the horizontal direction, so that the base I and the base II are pushed to move reversely, friction is generated between the upper surfaces of the base I and the base II and the lower surface of the lower wearing layer, vibration energy is consumed, and the damping performance of the steel rail damper is improved.
