The invention discloses a prefabricating process method for connecting a semi-grouting sleeve and a reinforcing steel bar, the semi-grouting sleeve and the reinforcing steel bar are fused into a whole through a friction welding process; according to the prefabrication process for connection of the semi-grouting sleeve and the reinforcing steel bar, friction welding is applied, the implementation result does not cause reduction of any sectional area including the sleeve and the reinforcing steel bar, and it is guaranteed that the strength of a connector is higher than that of a reinforcing steel bar connecting end of the threaded semi-grouting sleeve; in the welding process of the reinforcing steel bar and the semi-grouting sleeve, welding materials are not needed, welding seam filling is avoided, raw material cost is saved, welding is convenient and fast, welding speed is high, and the field construction efficiency is high; no spark, no gas and no waste residue are generated in the welding process, energy conservation and environmental protection are achieved, and needed energy is low.
