The invention relates to a cement kiln treatment process for municipal sludge. The cement kiln treatment process comprises the following steps that (1), the municipal sludge is stacked; (2), the municipal sludge is screened; (3), closed transmission, anti-adhesion and homogenization are carried out on the municipal sludge; (4), feeding and metering are carried out; (5), cement rotary kiln treatment is carried out, specifically, the temperature of a cement rotary kiln is controlled to be 900-1000 DEG C, the kiln speed of the cement rotary kiln is controlled to be 1.5-2.0 r/min, and it is ensured that the retention time of the sludge in the cement rotary kiln is greater than or equal to 30 minutes to form inorganic residues capable of comprehensively utilizing resources; and (6), tail gas is incinerated, specifically, the tail gas generated in the thermal desorption process in the rotary cement kiln enters a decomposing furnace to be subjected to high-temperature burning disposal, the temperature in the decomposing furnace is controlled to range from 1000 DEG C to 1200 DEG C, the temperature of an outlet of the decomposing furnace is controlled to range from 880 DEG C to 920 DEG C, and the burning retention time of the tail gas in the decomposing furnace is longer than 3 seconds. According to the cement kiln treatment process for the municipal sludge, reduction, stabilization, harmlessness and recycling treatment of the municipal sludge are realized, and meanwhile, harmful gas is prevented from escaping.
