A water stop retaining wall is formed by adopting a new method of firstly stacking the cofferdams and then performing layered pouring, so that the construction process is simplified, the construction efficiency is improved, the construction quality is improved, and a reliable foundation is provided for grouting and water plugging; and the underwater non-dispersible material is adopted, operation can still be carried out when a working face has certain accumulated water, the construction quality is not affected, good flowability and micro-expansibility are achieved, the contact face can be sealed and compacted after pressure grouting filling, and contact grouting does not need to be carried out subsequently.
