The invention relates to a concrete mixing pile and a construction method. The concrete mixing pile comprises a foundation soil layer, mixing foundation pits are formed in the foundation soil layer, reinforcing devices are arranged in the concrete mixing foundation pits, and the mixing foundation pits are filled with foundation piles. Each reinforcing device comprises a supporting bottom frame and a supporting side frame, the lower surfaces of the supporting bottom frames are attached to the bottom walls of the mixing foundation pits, the supporting side frames are attached to the inner walls of the mixing foundation pits, the lower ends of the supporting side frames are connected with the upper surfaces of the supporting bottom frames, and the side walls of the mixing foundation pits communicate with the interiors of the reinforcing devices. Opening parts for filling the foundation piles are formed in the upper ends of the reinforcing devices. The effect of improving the tensile property of the mixing piles is achieved.
