A third motor is controlled to work, so that the third motor drives a third screw to rotate and controls a transmission frame to slide; the binding mechanism is moved to reinforcing steel bars, a binding unit in the binding mechanism is triggered under extrusion of the reinforcing steel bars, the reinforcing steel bars at the two sides are bound and fixed through the binding unit, and then the third motor is controlled to work, so that a fixing mechanism and the binding unit are disengaged; and a connecting structure composed of a mounting connecting block and the binding unit is left on the reinforcing steel bars to bind the reinforcing steel bars, and the fixing mechanism is taken out from the formwork along with a transmission rod after the formwork is fixed, so that the construction efficiency is greatly improved.
