The invention relates to a rail heating system of a mountain tourist wheel tooth rail train, a rail traffic system and a method. The rail heating system comprises a rail heating device for heating a rail; a rail heating detection device which is used for detecting the idling and slipping conditions of the train, the track temperature and the position of the train; a transmission system which is used for transmitting detection information of the rail heating detection device to the control system; and a control system which is responsible for comprehensively analyzing the detection information transmitted by the transmission system, determining the rail section needing to be heated, and sending a heating or heating stopping instruction to the rail heating device connected with the rail section needing to be heated. According to the method, the frozen rail is determined by comprehensively analyzing and calculating the external environment temperature and the running position and state of the train, then the rail is heated, thin ice condensed by water vapor can be melted, the problem that the water vapor on the rail of the horizontal wheel tooth rail for mountain travel is frozen is solved, therefore, the train of the system can normally run on rails in high-cold, high-altitude and large-ramp environments.
