The invention discloses an asphalt pavement thin-layer water-based repairing adhesive cement and a construction process, the adhesive cement material is composed of water-based cementing material liquid, powder and water, the mass ratio of the cementing material to the powder is (15-25): (85-75), and the water addition amount is 3-5% of the powder. The method is characterized in that the water-based cementing material liquid comprises the following raw materials in percentage by weight: 90-95% of slow-breaking emulsified asphalt, 0.3-0.8% of a tackifier, 5-10% of an SBR + SBS composite modifier and 0.1% of a defoaming agent, wherein the solid content of the slow-breaking emulsified asphalt is 55-65%; and the powder comprises the following raw materials in percentage by weight: 97-99% of 0-3mm machine-made sand, 1-3% of ordinary Portland cement, 1-3% of dispersible rubber powder, 0.1-0.2% of polycarboxylic acid water reducer powder and 0.2% of short acrylic fiber.
