The invention provides a fixing device for the lower end of an insulating rope ladder, and relates to the technical field of power transmission line maintenance. A support and a sleeve are correspondingly arranged on the two sides of a base respectively, a drill rod penetrates through the sleeve and is inserted into the ground, a screw is arranged in the support, a hook is movably connected with the screw through a movable sliding block; the lower end of the screw is further connected with a hand wheel, the hand wheel is rotated to enable the hook to move up and down along the support, and the hook is connected with the lower end of the insulating rope ladder; and a ratchet wheel base is arranged on the outer side of the middle section of the sleeve, a ratchet wheel is connected with the ratchet wheel base through a pin column, the ratchet wheel is meshed with a tooth row on the drill rod, a first pawl and a second pawl which are in lap joint with the ratchet wheel are arranged on the ratchet wheel base, a first shifting rod and a second shifting rod which are used for limiting the first pawl and the second pawl are arranged on the ratchet wheel base, and a limiting screw hole is formed in the ratchet wheel base. According to the fixing device, the lower end of the insulating rope ladder is fixed to the hook, the hand wheel is rotated to drive the hook to move downwards, and therefore the insulating rope ladder is tensioned; and the base is fixed to the ground through the drill rod, and therefore the insulating rope ladder is firmly and accurately positioned, and the climbing safety of electric power construction is guaranteed.
