The invention discloses a method and device for removing immortalized seaweed on substratum. The method comprises the following steps that S101, the offshore seabed surface is loosened to expose the immortalized seaweed substratum; S102, the seabed substratum is flushed by using high-pressure water flow, and the algae seedlings are flushed and separated from the substratum; S103, the flushed algae seedlings are turned and raised upwards; and S104, the flipped algae seedlings are collected, conveyed and stored so as to complete the removal of the immortalized seaweed on the substratum. According to the method for removing the immortalized seaweed on the substratum, the immortalized algae on the offshore seabed substratum can be removed in the early stage, and the green tide phenomenon is effectively prevented.
