The invention provides an operation device for bolt high-altitude construction. The operation device comprises a frame, wherein the frame is provided with an operation mechanism for construction operation and a tool supply mechanism for providing operation tools; the frame is further provided with a tool changing mechanism for switching the operation tools; and the tool changing mechanism is matched with the operation mechanism and the tool supply mechanism. According to the operation device provided by the invention, the tool supply mechanism is used for providing the operation tools needed in construction to the operation mechanism, so that the alternate conveying of the plurality of tools is avoided and high-altitude continuous automatic operation is convenient to realize; the tool changing mechanism is used for obtaining the operation tools from the tool supply mechanism and transmitting the operation tools to the operation mechanism to use, so that the automatic switching of the operation tools is realized; and an operation motor can be used for carrying out operation including punching or bolt jacking or bolt expansion or nut fastening or nut unloading, so that the whole-process automation of bolt operation is realized.
