The invention discloses a synchronous gravel seal paver with a minimally invasive milling and brushing pretreatment function and a construction method. The synchronous gravel seal paver comprises a rack, an internal combustion engine, a mineral aggregate hopper, a mineral aggregate transfer system, an asphalt heating and heat preservation device, an asphalt transfer system, a control platform, a milling and brushing device, an asphalt spraying device and a gravel spreading device. In the construction process, the milling and brushing device conducts pretreatment of minimally invasive milling and brushing, galling and sweeping on the road surface in real time. Impurities such as mineral aggregates scattered on the road surface are eliminated; accumulated dust, oxide layers, unstable materials and the like on the road surface are removed; the road surface cleanliness is obviously improved, the interlayer adhesive force is enhanced, and the occurrence of diseases is reduced; and the milling brush and the sweeping brush are high in density, wide in width, flexible in change, uniform in spraying and spreading, high in binding power and excellent in pavement quality performance, and the service life of a pavement is prolonged. The paver is suitable for construction in various working surfaces and environments. The paver conforms to the concept of emission peak and carbon neutrality.
