The regulation and storage system comprises a regulation and storage tank, a filtering membrane assembly, a membrane cleaning device and a water quality monitoring device; the regulation and storage tank is provided with a first water inlet, a first water outlet and a second water outlet, and the first water inlet is configured to allow rainwater to flow into the regulation and storage tank; a water inlet part of the filtering membrane assembly is configured to allow water in the regulation and storage tank to flow in, and the filtering membrane assembly is configured to filter the water flowing in through the water inlet part of the filtering membrane assembly; the membrane cleaning device is configured to clean the filtering membrane assembly; and the water quality monitoring device is configured to perform water quality monitoring on water flowing in from the first water inlet. The regulation and storage system facilitates coping with extreme rainstorm or continuous rainfall weather to collect overload rain sewage.
