The invention relates to the field of building materials, and particularly discloses sponge city pervious concrete and a construction process thereof. The sponge city pervious concrete comprises the following substances in parts by weight: 30-50 parts of aggregate, 20-30 parts of cement, 3-5 parts of a reinforcing agent, 1-2 parts of a water reducing agent, 2-3 parts of a foaming agent and 10-20 parts of water, wherein the reinforcing agent comprises fly ash and needle-like wollastonite; the construction process comprises the following steps: s1, pre-foaming; s2, preparing concrete; and s3, laying. The pervious concrete can be used in the fields of roads, bridges and the like, and has excellent water absorption and storage effects and good strength; in addition, according to the construction technology, through a pre-foaming mode, foam is more stable and uniform, and then the effect that the concrete absorbs water through pores is better.
