The invention provides a regulation and control cementing material for promoting hydration of Portland cement. The cement-based composite cementing material provided by the invention is rapid in hydration hardening and excellent in early strength. The composite cementing material is prepared from the following raw materials in parts by mass: 27 to 68 parts of anhydrous calcium sulphoaluminate, 29 to 68 parts of gypsum, 2 to 5 parts of lithium nitrite, 0.14 to 0.29 part of ethylene glycol monoisopropanolamine, 0.04 to 0.09 part of triethanolamine acetate and 0.04 to 0.09 part of polyglycerol. Through the synergistic hydration reaction of the anhydrous calcium sulphoaluminate, the gypsum and the clinker minerals and the reinforced solubilization effect of the early strength agent, the dissolution and hydration of the clinker minerals are accelerated, so that the early strength of the Portland cement is improved.
