A moving ring and a wash basin piston are driven to move upwards through thrust of water flow in the water pipe, so that water outlet sealing edges on the two sides of the water outlet are controlled to be close to the inner side, the water inlet amount of the inner basin body is higher than the water outlet amount, accumulated water in the inner basin body is increased, the weight is increased, the space between the inner basin body and the bottom face of the wash basin is pressed, air in the space enters a water-saving air bag to be swelled, therefore, the water passing area in the water pipe is reduced, and the automatic throttling effect is achieved.
