The invention discloses a pipe-in-pipe with a spring return drawing function. The pipe-in-pipe comprises a bent pipe and a drawing hose positioned in the bent pipe, and further comprises a front joint, a check block, a spring, a rear joint and a hard inner pipe which are sequentially arranged from front to back along the water flow direction, one end of the front joint is fixed and communicated with the drawing hose, the other end of the front joint is connected with a shower head, the rear joint is in sliding connection with the bent pipe and fixed to the drawing hose, the check block is fixed to the inner wall of the bent pipe, a spring surrounds the drawing hose, one end of the spring abuts against the check block, the other end of the spring abuts against the rear joint, and one end of the hard inner pipe is in sliding connection with the rear joint and communicated with a main body water path. The other end of the hard inner pipe extends to the middle of the drawing hose and communicates with the drawing hose. According to the pipe-in-pipe, specific application of the step-by-step transfer fractional step method for cost accounting in power line loss accumulation is realized.
