The railway ballast excavating device provided by the embodiment of the invention comprises a connecting bracket, an excavating cutting board assembly, an excavating chain, a rotating assembly and a driving assembly, wherein the rotary assembly comprises a rotary power piece and a rotary cylinder which are arranged on the lower side of the connecting bracket, one end of the rotary power piece is connected with the connecting bracket, the other end of the rotary power piece is in transmission connection with a rotary cylinder, the upper end of the rotary cylinder is rotationally connected to the connecting bracket through a rotary bearing, and the lower end of the rotary cylinder is fixedly connected with the excavating cutting board assembly. The rotating axis of the excavating cutting board assembly, the rotating axis of the rotating cylinder and the rotating axis of the driving assembly are coaxially arranged, so the size of the railway ballast excavating device and the moving space of the railway ballast excavating device in a using process can be effectively reduced, and the railway ballast excavating device can conduct railway ballast excavating operation in limited-space areas such as bridges and tunnels.
