The construction method comprises the following steps that a wall formwork is installed, and concrete is poured; after the concrete reaches the formwork removal strength, the formwork is removed, a split bolt is taken out, and a bolt hole opening is expanded and cleaned; one end of the bolt hole is plugged through a water stop plug, a filling bag containing a foaming agent is implanted into the bolt hole, the filling bag is crushed to enable the bolt hole to be filled with the foaming agent, meanwhile, the other end of the bolt hole is plugged through a water stop plug, and internal plugging is completed; and a wall base layer on the outer side of the end of the bolt hole is coated with waterproof paint, and external plugging is completed. According to the construction method, the hole is filled with the foaming agent and the water stop plugs, the outer wall is coated with the polyurethane waterproof paint, one inner part and one outer part are plugged, and the anti-seepage quality of the outer wall is improved.
