The invention relates to an urban flood disaster intercepting guardrail which effectively solves the problem that in an urban flood disaster, people are likely to be washed away by flood flow on a road surface and are in distress. According to the technical scheme, the guardrail comprises a movable section guardrail body, a rotating shaft assembly is arranged at the midpoint position of the movable section guardrail body, vertical fixing rods fixed to the ground are arranged at the two ends of the movable section guardrail body respectively, the two ends of the movable section guardrail body are locked to fixing rods through pin shafts, and the lower ends of the pin shafts are filled with sand grains. When flood flows exist on the road surface, sand grains run away along with water flow; the pin shaft sinks and is pulled out, the two ends of the movable section guardrail are unlocked, a one-way impeller is arranged on the movable section guardrail, a small gear is fixed to the lower end of the one-way impeller, a large gear is fixed to the lower end of the rotating shaft assembly, and the one-way impeller drives the small gear to revolve around the large gear, so that the movable section guardrail is driven to rotate to a transverse guardrail state; according to the invention, people falling into flood flow can be intercepted and prevented from being washed away, so that casualties in flood disasters are reduced.
