According to the construction method, surface layer dredging is conducted on the mire, in-situ consolidation is conducted on the foundation, and the bearing capacity of the foundation of the mire is improved; the mud-water interface is stabilized through the anti-seepage film; and the water environment monitoring system is used for monitoring the water quality of the mire in real time, ecological treatment and reutilization of the waste mire are achieved, and the value of a waste land is excavated to achieve ecological restoration and landscape reconstruction.
