The sleeve comprises a pipeline protection sleeve and at least one fixed sealing disc; all the fixed sealing discs are arranged side by side at intervals; the pipeline protection sleeve sequentially penetrates through all the fixed sealing discs in the arrangement direction of the fixed sealing discs; and the hole reinforcing steel bars are arranged on the periphery of the pipeline protection sleeve and used for reinforcing connection between the pipeline protection sleeve and peripheral concrete.
