According t o the invention, the activated carbon fiber supported nano-iron can remove Cr in the cement waste residues so as to reduce the harm to the environment and play a role in environment restoration, and antimony trioxide as a hexavalent chromium reduction component shows good reduction activity under the alkaline condition, is not sensitive to temperature and humidity, has great advantages compared with traditional ferrous salt and stannous salt reducing agents, and can keep the long-term effect of the reducing agent.
