The underwater reservoir-in-reservoir system comprises a soft film dam body, a flexible heat preservation layer, lateral anchoring piles, lateral anchoring ropes, a water supplementing valve, a water supplementing pump, a water replenishing hose, a drainage valve, a drainage pump, a drainage hose, a drainage channel and a floating type solar panel; the soft film dam body is of a double-layer structure; the flexible heat preservation layer is arranged between the two layers of the soft film dam body; a suspension lifting device is arranged above or below the soft film dam body; the lateral anchoring piles are arranged on one side of a reservoir; the lateral anchoring ropes are connected with the lateral anchoring piles and the soft film dam body; the water supplementing hose is connected with the soft film dam body and a reservoir water body; the water supplementing valve and the water supplementing pump are arranged at the connecting position of the water supplementing hose and the soft film dam body in series; the drainage hose is connected with the soft film dam body and the drainage channel; the drainage valve and the drainage pump are connected in series at the connecting position of the soft film dam body and the drainage hose; one side of the drainage channel is connected with the drainage hose; the other side of the drainage channel is connected with a water delivery channel; and the floating solar panel is arranged on the water surface above the soft film dam body.
