The invention provides a steel sleeve for secant pile plain pile construction. The steel sleeve comprises a steel sleeve body arranged between two piles with reinforcing steel bars; the steel sleeve body comprises two oppositely-arranged first arc-shaped parts and two oppositely-arranged second arc-shaped parts; and the two first arc-shaped parts and the two second arc-shaped parts enclose to form the steel sleeve body. The two first arc-shaped parts are formed by inwards concaving the side wall of the steel sleeve body; the two first arc-shaped parts are tightly attached to the piles with reinforcing steel bars adjacent to the first arc-shaped parts correspondingly; and the circle centers of the cross sections of the two first arc-shaped parts coincide with the circle centers of the cross sections of the piles with reinforcing steel bars adjacent to the first arc-shaped parts correspondingly, so that tight meshing of secant piles is guaranteed. The invention further provides the secant pile. The secant pile comprises a plurality of plain piles and the multiple piles with reinforcing steel bars; the plain piles are constructed through the steel sleeve used for secant pile plain pile construction; the multiple plain piles and the multiple piles with reinforcing steel bars are linearly distributed and arranged in a staggered mode; and the adjacent plain piles and the piles with reinforcing steel bars are meshed. The invention further provides a secant pile construction method.
