The invention discloses a double-layer water stop plate structure and a construction method thereof. The water stop plate structure comprises a middle-buried water stop plate and an externally-attached water stop plate, wherein the middle-buried type water stop plate is fixed to the position of a construction joint in the middle of a wall through a fixing piece, the middle-buried water stop plate is arranged perpendicular to the construction joint, the externally-attached water stop plate is arranged on an outer side of a wall binding steel bar and is parallel to the middle-buried type water stop plate, and the middle-buried water stop plate and the externally-attached water stop plate are fixed together through a connecting piece. Before concrete pouring, firstly, the double-layer water stop plate structure is arranged at the position of a construction joint at the intersection between an outer wall and a bottom plate, the position of a construction joint at the intersection between the outer wall and a top plate, the position of a vertical construction joint of the outer wall and the position of a construction joint of the bottom plate, and then concrete pouring is conducted. According to the construction method, safety, operability and economical efficiency are fully considered. Compared with other construction modes for solving the problem, the construction method has the advantages of being minimum in investment, convenient to operate, safe, reliable, high in applicability and capable of effectively achieving the effect of no water leakage.
