The invention relates to the field of concrete, in particular to high-permeability recycled aggregate concrete and a preparation method thereof. The high-permeability recycled aggregate concrete comprises the following components in parts by mass: 100 to 120 parts of cement; 20 to 40 parts of mineral powder; 500 to 650 parts of stone; 50 to 80 parts of water; 2 to 3 parts of a water reducing agent; 100 to 120 parts of recycled fine aggregate; 0.1 to 0.3 part of an air entraining component; and 4 to 8 parts of modified reinforced fibers. The surface of the modified reinforced fiber is coated with silane modified polyether. The high-water-permeability recycled aggregate concrete prepared in the invention has excellent water permeability, and can maintain high frost resistance at the same time.
