The invention provides a drainage emergency vehicle and an operation device thereof. The operation device comprises a luffing mechanism, a transferring mechanism and a drainage mechanism. The luffing mechanism comprises a base, a rotating arm and a luffing driving device, the bottom end of the base is used for being connected with a vehicle body of the drainage emergency vehicle, the first end, in the length direction, of the rotating arm is hinged to the base around the horizontal axis, and the luffing driving device is in driving connection with the rotating arm and used for driving the rotating arm to rotate relative to the base; the transferring mechanism is installed on the rotating arm and comprises a first support and a first transferring driving device, the first transferring driving device is in driving connection with the first support and used for driving the first support and the rotating arm to be close to or away from each other in the first transferring direction, and the first transferring direction is perpendicular to the length direction and the horizontal axis of the rotating arm; and the drainage mechanism is used for executing drainage operation, and the drainage mechanism is movably arranged on the first support in the length direction of the first support. According to the drainage emergency vehicle and the operation device thereof, the operation range of the drainage emergency vehicle can be expanded, and the emergency rescue efficiency is improved.
