One or more embodiments of the invention provide a bottom expanding device and method based on a cast-in-place large-diameter tubular pile. The bottom expanding method comprises the steps that firstly the cast-in-place large-diameter tubular pile is constructed; then an annular guide rail is laid and assembled along the periphery of the top end of the tubular pile, and the top end of a water jet cutting mechanism is connected to the annular guide rail; the bottom end of the water jet cutting mechanism vertically extends into an expanded head part at the bottom end of the tubular pile and is connected with a beam nozzle; meanwhile, a slurry suction mechanism is arranged, and the bottom end of the slurry suction mechanism vertically extends into the expanded head part at the bottom end of the tubular pile and is connected with a slurry pump; the water jet cutting mechanism is controlled to circumferentially rotate along the annular guide rail and close to the inner side wall of the tubular pile, so that the beam nozzle is driven to perform annularly walk and cut; and meanwhile, slurry generated by cutting is sucked out through the slurry pump, an adjusting part is used for adjusting the beam nozzle in different vertical heights in a telescopic mode, so that an expanded head meeting the design requirement is formed at the bottom end of the pile, and the bearing capacity of the tubular pile is greatly improved.
