The invention discloses a double-flap valve. A wash basin drain pipe is connected to a closestool water tank; waste water can be discharged from the overflow pipe in the closestool water tank and used for flushing the toilet when much waste water exists; tap water can automatically supplement the closestool water tank and automatically flush the toilet when the waste water is insufficient; and when the waste water is insufficient and no tap water exists after a user uses the toilet, once the water tank is filled with waste water or tap water, the closestool can be automatically flushed once. The closestool is used like a normal closestool, the functions can be completed only by pressing a button on a closestool water tank cover once when the closestool is flushed, and waste water of a hand basin has the priority of supplementing water to the closestool water tank at any time. According to a super water-saving ping-pong valve, in the process of repeatedly pressing the button at the top end of the valve, the valve is sequentially and repeatedly opened and closed to supply water or cut off water; and the valve cannot be pressed down when no water exists, so that the valve is prevented from being opened and not closed when no water exists, and the aim of saving energy and water is achieved.
