The invention relates to a semi-hydrated-anhydrous calcium sulfate mixture with a stable structure and a preparation method thereof. When the semi-hydrated-anhydrous calcium sulfate mixture with the stable structure is naturally stored in an environment with a temperature of -40 to 40 DEG C and a relative humidity of less than 40%, the crystal morphology and the crystal form are kept stable within 180 days; when the mixture is naturally stored in an environment with a temperature of -40 to 40 DEG C and a relative humidity of 40%-60%, the morphology and the crystal form of the crystal are kept stable within 15-60 days; when the mixture is naturally stored in an environment with a temperature of -40 to 40 DEG C and a relative humidity of 60%-100%, the crystal morphology and the crystal form are kept stable within 5-32 days; and when the mixture is placed in water at the temperature of 0-40 DEG C, the hydration time is prolonged to 80 minutes. According to the invention, by finely controlling the heating temperature, the alpha-CaSO4. 5H2O can remove part of crystal water in the structure to obtain a soluble III type alpha-CaSO4 and alpha-CaSO4.0.5H2O mixture with controllable crystal form and structure, and the original crystal morphology is still maintained.
