The invention relates to pumping type impact sound insulation cement-based self-leveling mortar which comprises the following components in percentage by mass: 17%-26% of ordinary cement, 15%-30% of special cement, 5%-15% of a flexible sound insulation material, 2%-5% of silica fume, 2%-5% of gypsum, 0.5%-1.0% of redispersible latex powder, 0.05%-0.1% of cellulose ether, 0.05%-0.1% of tartaric acid, 0.03%-0.05% of a defoaming agent, 0.005%-0.01% of an air entraining agent, 0.01%-0.03% of a coagulation accelerator, 0.3%-0.5% of a pumping agent and the balance of sand; and the ordinary cement is ordinary Portland cement, and the special cement is high-alumina cement or sulfur-aluminum cement.
