The device comprises a slurry protection cylinder vertically arranged in a containing hole and a steel reinforcement cage located in the slurry protection cylinder; the steel reinforcement cage is a cylindrical net-shaped framework composed of a plurality of transverse hoop rings and a plurality of vertical steel bars; a connecting ring is arranged at the bottom of the slurry protection cylinder; the connecting ring and the slurry protection cylinder are coaxially arranged; the vertical steel bars are arranged on the connecting ring in an inserted and pulled manner; the steel reinforcement cage and the connecting ring are coaxially arranged; and a locking assembly used for limiting toppling of the steel reinforcement cage is arranged between the steel reinforcement cage and the slurry protection cylinder. The construction method and device have the effect of limiting toppling of the steel reinforcement cage in the slurry protection cylinder.
