The invention relates to the technical field of street lamp non-punching mounting bases, and discloses a street lamp mounting base. Fixing plates are fixedly mounted on the side wall surfaces, close to each other, of two rotating shafts; the fixing plates are arc-shaped plates, a lamp pole is connected between the two fixing plates in a sleeving mode, and the position of a base lower plate is fixed through a fixing column and a fixing cone arranged on the lower wall surface of the base lower plate; the base lower plate is buried in the ground, and a base upper plate is arranged above the position, opposite to the base lower plate, of the ground; the base upper plate and the base lower plate are connected together through a long bolt. The cost of pouring cement concrete into a traditional street lamp base is reduced through the assembly mode of the base, a short bolt is rotated, and the fixing plates on the short bolt extrudes the lamp pole, so that the lamp pole is fixed in a base pipe; and due to the fact that inner rings of the rotating shafts rotate and outer rings of the rotating shafts do not rotate, when the short bolt is rotated, the two fixing plates are horizontally close to each other, the position is adjusted according to the size of the lamp pole, and the fixing mode avoids the situation that a traditional base is installed on the lamp pole in a rotating hole mode, and accordingly the lamp pole is damaged.
