The invention discloses a graded pushing trolley system for bridge continuous pushing operation and a construction method. The system comprises a hydraulic pushing sliding device, a sliding way, an automatic control system, a positioning device and a stress monitoring device; wherein the front hydraulic heavy-load jack and the rear hydraulic heavy-load jack jack at the same time and lift a bridge body, the rear hydraulic rail clamping device is clamped, the front hydraulic rail clamping device is loosened, and the rear hydraulic jack is controlled to conduct forward jacking operation; after the rear hydraulic jack is pushed to the preset length, the rear hydraulic rail clamping device is loosened, the rear hydraulic jack is retracted, meanwhile, the front hydraulic rail clamping device is tightened, and the front hydraulic jack is controlled to conduct forward pushing operation; the automatic navigation control system assists pushing through a positioning device and a stress monitoring device; and the front pushing device and the rear pushing device circularly work to realize continuous pushing. The system and method has the advantages of being high in pushing speed, high in continuous operation capacity, capable of dynamically adjusting the pushing direction, capable of preventing rail jamming caused by curve pushing and the like.
