The invention relates to the field of road construction, in particular to a municipal road construction process which comprises the following steps that: S1, a construction road section is closed; s2, concrete supports are erected on the two sides of a road; s3, concrete is laid on the road, and a delayed coagulation soil layer is formed; s4, water is sprayed to the concrete layer at intervals; s5, rubber asphalt is paved on the concrete layer to form a rubber asphalt layer; and s6, leveling or seam filling treatment is conducted on the rubber asphalt layer through a seam filling device; the seam filling device comprises a bottom plate and a stirring barrel, and universal wheels are fixedly connected to the bottom of the bottom plate; a cleaning part for cleaning the inner wall of the stirring barrel is mounted in the stirring barrel and comprises a reciprocating screw rotationally mounted on the inner bottom surface of the stirring barrel and a scraping ring arranged on the reciprocating screw in a threaded sleeving manner; the reciprocating screw rod is vertically arranged, and the top end of the reciprocating screw rod penetrates through the outer side of the stirring barrel; and the outer peripheral surface of the scraping ring is in contact with the inner peripheral surface of the stirring barrel. The problem that the space utilization rate in the stirring barrel is low is solved.
