The coal gangue concrete corrosion inhibitor provided by the invention comprises water glass and silica sol. The sulfate corrosion resistant coal gangue concrete comprises cement, fly ash, coal gangue, the coal gangue concrete corrosion inhibitor, a carboxylic acid water reducer and mixing water. According to the invention, on the basis of innovative addition of the corrosion inhibitor, the coal ash and the coal gangue in the concrete are further cooperatively matched, and combined control of a grading mode is realized, so that the sulfate corrosion resistance of the coal gangue concrete can be effectively improved; and application and practice values are brought to actual engineering, especially traffic infrastructure roadbed reinforcement and protection engineering.
